209 PP was offered last year, so 211 should be ok.

You must put this as first choice on your form.

My son scored 196. Is it worth putting Handsworth grammar as one of the options as they don't have a qualifying score?

What are your other options ?

Sadly while your son performed as well as nearly half the several thousand children who took the exam it wasn't quite enough.You could put it as an option, but have no expectation it is likely to result in a place based on previous years cut offs.

Just because this door has closed many more will open.Good luck to you and your son for the future.
