Your understanding is correct. There is only one aspect where the number of places for any category is capped: if they don't have the minimum number of in-catchment PP and go to out of catchment PP candidates, the number of PP candidates will be capped (but the number of in catchment PP places is not limited, so they could in theory fill their entire PAN with those).

I think there is a maximum limit of 25% for PP within or out side the catchment but I am not sure what percentage is allocated for siblings category.
Any one has idea how much percentage is allocated for siblings category?

As i understand it, it is siblings within the catchment area. Many of the current pupils are not within catchment and travel quite far. I can't see there being 100 siblings within catchment.

Where scores are equal, priority will be given to those with a sibling
at the school; then by distance from the school.
So for category 2 - in-catchment PP - there is no limit other than PAN on the number of places that may be offered. This is confirmed in category 3 (out-of-catchment PP) where it says if 25% or more places are offered in category 2, no places will be offered in category 3.
The Foundation is clearly very serious about targetting poorer families in the local area.
