Catchment Area????

Is this catchment area thing...new?

I've just read a Grammar School admission policy and thought whoa!

The catchment areas mentioned wasn't where my DS2 (currently year 5) lives. However, DS1 got in last year. I'm a little confused.

Thoughts please?
