Headmasters right to veto results

Help!
Rumours are flying around that the Headmaster of my daughter's school may exercise his right to veto 'unexpected passes'.
My daughter scored 121 but was ranked as the lowest category by her school.
Does anyone know if the headmaster can take away my daughter's recommendation for grammar school?

Rest assured the headteacher cannot overrule your daughter's passmark.
