I'm not sure what point you are trying to make here -Show me evidence based research which shows I'm wrong.
It's interesting to compare the patterns in Bucks with other counties, but frankly there's very little to be gained for me to try to compress six months work into a forum-friendly sound bite.
Most people will only believe what they want to believe anyway.
Dissapointing though that is!
It is very easy to prove something you think is true - I can remember using the same data to prove two opposite hypotheses - 'lies. d*mn lies and statistics', as a famous politicians said.

The opposite of any hypothesis it it's null-hypothesis. It's a logicall impossibility for both to be proven by a given data set.
OK, I give up, but if you like quotes so much, I prefer Pope.

You can use a different test on the data ..... a whole module on the second year of my first degree was doing precisely this with data sets.

No really, I give up.
In a world where everyone claims expertise simply on the basis of their own narrow interpretation of personal experience, it isn't worth the effort.
It's tedious and boring. And it's lazy.
So, for example, in this case, G55 first implies that I can't have the data, then that the data doesn't show the whole picture. That isn't an arguement, it's simply a couple of knee-jerk reactions, which is all too common on here.
But on a cheerier note, I found it hilarious that a Bucks school made their kids wear full school uniform to Thorpe Park this week. Water and vomit all over those nice blazers. All the kids from my school found that very funny.

I don't believe Bucks gave you pupil level data as it would be illegal to be able to identify individual children.
Then I stated a fact that any set of data can be used to prove practically anything - it's reliant on the statistical test used and the assumptions made - any statistician is totally aware of this.
