Regarding the above, I spoke to the same stroppy person 
i spoke to last time when the GS school allocations weren't given, anyway she said they will offer first and it is up to you to accept or refuse the offer, you will not lose the accepted offer straight away. this is probably because the schools are in 2 counties, obviously will not hang on to both offers.
