Changes to pass mark?

Changes to pass mark?
I had a parent - tutor meeting this morning with my sons 11+ tutor. He's doing well so I asked whether the raw scores he is getting are comparable to a pass mark from last year.
I was told that it is difficult to tell as each Grammar school will be doing their own thing with regards the pass mark. I have heard no whisper of this and it also makes no sense as we as parents will have the results before we put in our school choices - unless each school says what their pass mark is. This tuition centre has quite close links to a grammar school head.
Surely if they were to do this, they would need to consult on this and it would change the whole premise of the grammar school system in Bucks!
