You always apply through your local authority. The forms/links will be on the website for that council.
ETA: where does your friend live? Are they close enough (historically) to get places in Aylesbury or Chesham?

They apply through their local authority so I cannot send you the link. If they look on the Luton council website they will find it. All schools are applied for on the same form (the CAF). However, it is a waste of time sitting for Buckinghamshire schools as they are very unlikely to get in (certainly they will not get Chesham). How far are they in a straight line from Aylesbury?
Buckinghamshire schools select mainly on distance once the child has qualified through the 11 plus. Your friend needs to look at the previous few years' allocations as well as the schools' entry criteria. Please tell them not to waste their child's time (& cause stress) by sitting an exam if they have no hope of a place.
ETA I have checked and in previous years there would be no chance of a place in Aylesbury or Chesham from Luton, so your friend needs to have another plan (& no, there are no grammar schools in Luton).

There are no grammar schools in Bedfordshire. There are several private (fee paying) schools in Bedford which is slightly closer to Luton although still not close.

Looking at last distance offered in last five years it is highly unlikely. Last couple of years it has been 13.5 miles but contact the admissions team at the school and ask directly.

There is next to no chance of getting a place from Luton. If your friend looks on the Buckinghamshire County Council website they can see the distances for the last few years. The distances tend to reduce each year, with some minor variations.
