3. If anyone moved to a different county, I believe, authority will provide your children some school/schools. Because you moved their for living.
They will try and provide you with a school place but it will be where they have space, so may not be a school you want or one close to where you will be living. Not necessarily at the schools you really want.

So to be clear for the OP, if the family moved to Ayelsbury it is possible they might not be offered a grammar place at all but they might be offered a place at an Upper school? And the Upper school might not be their closest one but whichever one has spaces?

Yes, and could be as undesirable as the place currently on offer in Luton.

After qualifying via the transfer test, isn't the qualified status only valid for one year or would the child remain qualified indefinitely and eventually get to the top of the waiting list?

I vaguely remember it was either a year or just up until the end of the first term of year 7

The waiting list must be held until the end of 2021.
According to the Buckinghamshire Council website the qualification would usually lapse in September 2022, ie the start of year 8, as follows:
If your child qualifies but does not go to one of our grammar schools at the start of Year 7, that qualification will lapse at some point. Usually this happens in the school year starting in September 2022 but you should check the admission policy for the school you are interested in to find out.

Further details are in the admissions policy for each grammar school.
Edited to add, I have just checked the AGS admissions policy, which states:
Qualification under testing will be deemed to remain current until the end of Year 9, after
which a new application for admission must be made (including testing) under the Late
Transfer procedure for Year 10.
I haven't checked the other Aylesbury schools' policies.
