Colchester County High School increasing PAN

I know there was an old thread regarding this but I can't find it.
The school have just sent the following letter to parents:
The school have just sent the following letter to parents:
Dear Parent
The Governing Body at Colchester County High School would like to change the PAN
(Pupil Admissions number) for September 2014.
Currently we admit 112 students to Year 7 and we propose increasing this to 140. We are
currently a four form entry and this increase would take Colchester County High School
to five forms of entry. The expansion would be supported by a building programme.
The reason for the change is:
I. To provide economies of scale and improve the efficiency of our cost structure
II. To respond to significant demand for Grammar School places.
At the moment we do not have any plans to introduce a catchment area.
