WGGS Waiting List

Does anyone know if the waiting list can further move? I havent seen much movement on Outer Catchment list for few weeks.
I spoke to school and they say that even if some DDs didnt turn up for induction, they will not call them and hope that they turn up on Day-1. So unless Parents holding two places voluntarily call, there will be no movement.
Is that everyone's understanding?
