I appealed to NKS last year (and lost!) but I think they allowed 7 on appeal last year.
T12ACY is the one to ask - I'm sure she will be along later to give you the correct information.

Here I am!!!!
Last year there were 7, 5 over PAN and 2 to fill the vacant spaces from what I recall.
