I would probably look at the lowest common factors of the percentage

both 16% and 44% are easily divisible by 4

so if 16% or whatever is 36, then 4% of it is will be 9

If you then multiply the 4% by 11 to get 44%, you need to multiply the 9 by 11 also to get 99.

There is probably a better way of explaining this

I would do:
36 divided by 16 x 100 = 225
44% of 225 = 99
