IPS Verbal Reasoning Daily Practice Tests Book 2

IPS Daily Test 1, Question 1 and Question 9 have this small 4 where there would normally be an addition or subtraction. What does it mean? thanks for any help and guidance.

I've looked in mine and I can;t see a 4 , or where + or - should be.
