The first question in this paper:

Find the letter that can be moved and mark it on the answer sheet

STEEP VAN

The answer is E (which gives STEP and VANE)

but on the answer sheet there are two Es ??

When the answer is a letter that has appeared twice, you need to mark the one one that will leave the proper word.

Unfortunately in this case either E can move over. Therefore, I would go for the first E and inform the publisher.
