Help on Type K question, driving me insane

please can someone help on a type K question
The answer is 4 but not sure how they get this, i have tried to add/subtract/divide, no luck, please help
33{15}11 17{8} 3 25{???}14
The answer is 4 but how?

Ive tried the following
33-11-7 which equals 15
17-3-7 which equals 7 (Need to get to 
25-14-7 = 4
Could this be a typo on the paper?

Im not allowed to give the name of the company who wrote this exam as it would be advertising, but i have wrote to them asking to explain this one

Why would mentioning the name of this paper be classed as advertising, when I have seen the names of several different papers have been mentioned on recent threads? (One even in the thread name.)

Regrettably there have been instances in the past of people attempting to promote their own, sub-standard, papers on the forum, and certain names have been blocked as a result.

Thank you for letting me know - I think I can now take a guess at which lot they are.
(But then again even Letts have produced substandard papers)
