add the outer numbers, then subtract 4

Another possible answer to:

21 (30) 1 20 (11) 10 16 (?) 2

21/1=21 21+9=30

20/10=2 2+9=11

so 16/2=8 8+9=17

I really dislike these ones where there are 2 or more valid answers...
