If you read it out to yourself, you can see that it goes:
Take away 1, take away 2, take away 2, take away 2, take away 3, take away 2, take away 4, take away 2.
So I think there are two rules, applying alternately.

I agree, hermanmunster has it right: I've seen this type of intermixed-sequence in the CGP CEM-style pastpapers. The first and second numbers are independent of each other and it's spotting the simple partern that's important.
It's a lot more blatent with some of the examples.
I think the one in DD's pastpaper went:
1, 8, 2, 7, 3, 6, .....
(This one is add-one then take-away-one , alternating each sequence, so the
First set of linked numbers is 1....2...3.... answer would be 4, and the "other" set of numbers is ....8....7....6.... )
