Standard vs Multiple choice NFER

As the answer paper can help significantly with many types of question am I correct in assuming that the multiple choice papers would be biased towards the questions that take longer to solve than the standard papers?
I live in Essex and last year we switched from standard papers to multiple choice. I have been teaching children to use the answer paper, but the school clubs seem to be teaching the children to work them out as if there were no answer sheet.
My concern is that unless the children use the answer sheet they will run out of time.
