Technically, they didn't rule out OOC, but as explained by Toadmum, there are many more eligible candidates from the within the huge 14 km radius catchment that OOC are unlikely to have any chance.
Tests are changing from this year, so even sitting as mocks would not be very useful, if your other child is in Bucks which is a CEM tests area, I think.
