Is your daughter in year 5 or is she 5 years old? If the latter, I think maybe it is a little early to decide she is 'behind her peers ' and that this might be addressed by changing school. This would be traumatic for a child who has only just started school. Have you tried talking to her teacher? Children mature at different rates and in most countries 5 year olds wouldn't even be at school.

If she is in Year 5, please disregard the above. :D
