More and more primary schools are becoming more supportive of their local secondary schools than getting kids to grammar, with all of the local schools joining forces now adays. The 11+ is really a seperate exam for selective schools that primarys are allowing to be taken within their schools in the school day, not something that they have to do. So it may be a case of a head that is very anti 11+ and would rather support their neighbouring secondary! They are not allowed to work on NVR or VR because it isn't on the curriculum.

I'm not sure whether or not a Kent state primary would really be able to opt out of holding the Kent 11plus on their premises. It would be a bit of cheek if they did as that is the school system in Kent. Of course it's different in areas where there are just a small number of grammar schools which take very high scores.
