When you consider how 'weak' the ISI system is then I suspect there are many more.

I think this will mostly cover those small "independent" (usually) religious schools. I know an OFSTED inspector and child protection specialist who deals with this category and some of the stories are genuinely shocking.

That's not to say there might not be some inadequate HMC schools too, but it's a rather different thing.
