Sitting 11+ when in process of moving primary schools

We have moved house and applied for a In_Year admission in a different borough. Not too sure if there are no spaces, but relying on our communication with the LA Admissions team so far they are keen to not allocate spaces for DC in the local school and are asking us to travel to the old one. The distance is 2.8 miles and there is no direct transport. Both DH and I are working in The City and my mother-in-law who is looking after the children is elderly and will be unable to make a journey of about 40 minutes 4 times each day. I am thinking to de-register DC from their old school and go ahead with home tutoring until spaces are allocated. DS will be sitting 11+ tests on 12th and 16th September. If he is without a school is this going to take effect on his application/results etc. please?
I am not keen to do this, but the new LA does not seem to understand that this journey is too complicated for us and I am forced to think that if they are without school LA have to find them a school.
