questioning at appeals

Hi Etienne, or anyone else who cabn help,
Just reading the yellow booklet, under the section "what will happen at the appeal hearing" The third paragraph states that the normal order of business is as follows and it says that the IAP members and ten you are able to question the local authority representative about their case....
What sort of questioning are we supposed to be doing to this representative? Surely it us that are questioned and not us questioning them. Have I missed something here?!!!!Confused
