Can a school be compelled to do new net capacity assessment?
One local grammar school last carried out a net capacity assessment in 2007.
In 2008 they put in a planning application for a new science block.
In 2009 the science block was opened providing 219.6 sq. m
No buildings were demolished and no space was lost which would be set against the new buildings in the net capacity assessmnet.
Therefore if a new net capacity assessment were to be done the PAN would almost definitely have to increase thereby pleasing many local parents!
Can the school be made to do this and if so , how does one go about it?

When I was doing appeals, I don't think I ever saw a net capacity assessment more than two years old.
I would suggest ringing the Local Authority and asking to speak to whoever deals with net capacity assessments for schools. Even if it's a foundation school, they ought to be able to tell you what the requirements are for when assessments should be done.
As I've written elsewhere, net capacity informs the PAN, but other factors might be taken into account in fixing the PAN.
