Why the delay on detailed decision letter? I have been told letters went out on thursday and not received yet.

we received the leter today and Notification of decision letter not sign by the panel chair or clerk to the panel.(apple code 2.36)?. " since the initial offers on 1 march 2011 the appeal panel noted some places have been declined and numbers fell back to 139 this prompted the further offers to all the boys achieving a standardised score of 227 or higher . The Appeal panel notes that 145 places have now been offered and accepted." Is this is true on the 10th of june 2011 ,"Appeal panel informed ? According to Kingstion council 14th of june 2011 places (13) offered.
