So I know his CATs scores, V - 117, Quantative - 123, Non-V - 141.

123 might be all right. Is there a language problem understanding the quantitative reasoning questions?

Yes, there is a language problem, which is describe in educational assessment.

Neither good nor bad, I would say.
Not everyone goes in to an appeal with NVR 141.

As a small point at the appeal you can mention that a Verbal Reasoning test (as in Bucks) would not reveal your son's strengths where a Non-Verbal Reasoning test might have done.

Thank you for a good word, I fell like on a see-saw now... one minute I think that our evidence is strong, another, that is not good enough. Not easy time.

You can contact them directly, therefore cheaper than going through an agency!
If you can't find a translator this way let me know and I'll see if I can help you locate someone suitable - which language is the report in, by the way?
