The Head at the appeal, can he focus on the rankings?

Friends of mine were told by the Head of the School they want to put second that he would not allow anyone in on appeal who did not put the school first. He said he would ask the question at appeal , did they put the school first and if they did not he would focus on how they were not serious enough about the school. Is this something he has the power to do?

He should have no power to dictate who is or isn't allowed in on appeal. It is a matter for an independent appeal panel.

I suppose there might possibly be an issue over just how independent the panel is ........

I'd be very uneasy about this line of questioning.

It's unfortunate that the current Appeals Code has been simplified to the point where the paragraph I quote in A21 has been lost.
