If the school is not willing to release the clerks notes - what is generally the next course of action?

You could go to the Information Commissioner. As far as we know, everyone on here who has done that has eventually won - but it might take a very, very long time.

Alternatively, you could raise one of your concerns (such as the way you were interrupted) with the EFA, pointing out that the school has denied any opportunity to check what has been recorded in the clerk's notes.
No guarantee they will take on the case, but they might.
(A list of concerns relating to the panel's judgement, or to questions that weren't asked, could make this less likely.)
