I don't know how to fight the taking my child over the PAN element of the appeal - I haven't received the case notes from county yet
You counter the school's case (which, as you rightly point out, you don't yet know anything about!) by what you're already planning to do - putting forward reasons for wanting a place.

When you get the school case (a week or so before the hearing) you can consider whether or not to question it at stage 1 - but
(a) You're unlikely to think of any significant questions which the panel and other parents haven't thought of, and
(b) the school is very likely to win stage 1 anyway.

From the point of view of preparation, what really matters is your own stage 2 case, which is clearly explained in the Bucks sticky:
