At what stage should new appeal evidence be looked at a hearing?

New evidence ought to be sent in at least nine days before the hearing.

If parents wish to introduce new evidence on the day, it would happen during their presentation (although it might be wise to have a word with the clerk immediately before the hearing). What follows depends on how long and complicated the new evidence is. The panel would probably be willing to accept a short letter, for example. Otherwise they might wish to have a short adjournment, or even postpone the hearing to a later date.
