Not sure regarding PAN but they generally try to keep to PAN. As has been stated previously, successful appeals are like gold dust for the B/Ham KE grammars, even the successful appeals may only be swapping one of the KE grammars for another for reasons of logistics etc.

Don’t know what actually happened to your child in the exam, but it would probably have to be something very significant to sway the KE grammar heads and Foundation at appeal. I’m aware of one historical incident where a girl was constantly kicked throughout the exam by a boy who clearly had no interest in taking the exam in the first place. Don’t know whether this was the subject of an appeal or if this was successful.

If there was a similar situation that was recorded by the invigilator then you may find the Foundation were sympathetic and prepared to arrange suitable compromise.

Appeals have nothing to do with convincing headteachers or the foundation, it is not their decision whether an appeal is successful.

Ummm....they do make up the appeal panel, and the whole point of an appeal is persuading the panel that your child should have a place, based on their academic ability to date and any extenuating circumstances that explain any shortfall on the day.

Are you referring to the grammar schools? If so, no they do not make up the appeal panel. An appeal is heard by a panel that is independent of the school. Yes the school may send a representative but it is not their decision at all. All parties (school and appellant) are there to put their cases to the panel of independent people who make the decision.

From the Appeals Code:
1.6 Admission authorities must ensure that panel members are independent and retain their independence for the duration of their service.

1.7. The School Admissions (Appeal Arrangements) (England) Regulations 2012 disqualify certain people from membership of an appeal panel. The clerk to the panel must not allow disqualified person to be a member of a panel. A person is disqualified if they are:
    • a) a member of the local authority which is the admission authority or in whose area the school in question is located;
      b) a member or former member of the governing body of the school in question;
      c) employed by the local authority or governing body of the school in question, other than as a teacher or teaching assistant
      [but see 1.8 below];
      d) any person who has, or at any time has had, any connection with the authority, school or any person in sub-paragraph c) above which might reasonably be taken to raise doubts about that person’s ability to act impartially;
      e) any person who has not attended training required by the admission authority arranging the appeal panel.


1.8. A person employed as a teacher or a teaching assistant by the local authority or the governing body of another school maintained by the authority may not be taken, by reason only of that employment, to have such a connection with the authority as mentioned in paragraph 1.7(d) above.
A person who is a teacher or teaching assistant at a school may not be a member of an appeal panel for the consideration of an appeal for that school.
A person may not be a member of an appeal panel for the consideration of a decision not to offer a child a place where they were involved in making that decision or provided information which contributed to the decision.
