It looks like a breach of para. 2.21 of the Code:
    • c) written material and evidence must have been seen by all the parties.

Did the presenting officer actually say, 'I've got a copy of the report here, but I'm not going to let anyone else see it, even though it's redacted'? Or did they not mention the redacted bit and you only discovered that it was at the second appeal?

What did the chair of the panel / the clerk say (about the report) at the first appeal?

the school side said we were not allowed a copy.

we saw it was redacted when we got given a copy at the second appeal

the panel listened to what she said....but as i mentioned when we saw a full copy i dont believe the gravity of the situation was put across correctly. the panel themselves did not have a copy

if there was a breach....what do we do?

Is it a local authority maintained school, or an academy?

If the former, a complaint would be dealt with by the LGO:
