Appeal for Twin

Hi, I have twins both boys. Both are elligible for PP. My Twin 1 scored 234 and qualifies for BVGS however my Twin 2 scored 197. He was short by 8 points from qualifying score. Both of my Twins have been scoring very close within mocks hoever on the day of test I noticed that Twin 2 ( with 197 score) came out shivering and had fever.Since both of my children have appeared in wuite a few mocks so it could not be exam fear. I am very confident that My twin 2 who didnt qualify started feeling unwell during exam and was not reported either by any of the staff. One of the things I missed was reporting this to admin on the day of exam. Can someone please guide me
1) Can I plead my Twin 2 case on the basis of his fever and shiver on the day.
2) Since Twin 2 was unwell can he get any benefit of being considered for PP seats qualifying score as he was very close and I am very confident that he could not focus on the day due to his condition. Unfortunately i didnt take him to GP on the day and treated hi with Calpol and Brufen on the day after exam.
what will be proceedure for this .
