I suspect you're right!the LEA rep .... did seem to come round in the end, however, stating that he was an ex primary head and in his 26 years he had had 3 Tourettes kids go through his school and that in his opinion the 11+ was the worst exam he could have taken, that my son's self-esteem would have been rock bottom and he would have been unable to concentrate. This, I feel, ironically, is what may have clinched it for us.

I am absolutely delighted for you, more than I can say!
You had such strong mitigating circumstances, and so much good academic evidence, but you still had such a mountain to climb on the Head's recommendation of 3:3.
Despite everything, including the LA rep's negativity you won through, and I could not be more thrilled for you.
I also commend you for your courage in posting your case in it's entirety on the Forum. It will remain a tremendous resource for other parents of children with special needs in the future.
