It won't be anything to do with 'discretion' at a state school. Places have to be offered in strict order of the oversubscription criteria. Presumably the first criterion after score is proximity. So where there is a place to be filled, the one next in line score-wise living nearest to the school will be allocated it.

Then surely the AQS for last year was 231 and not 232

If AQS means 'Automatic Qualifying Score', then no, because not all those on 231 were offered a place, according to Bect1969's post.

That's right not all those on 231 were offered a place in 1st round offers...so does that mean if an AQS is set at a certain figure you can still be offered a place below that figure if there are places to be filled and you meet the criteria without going on the waiting for 2nd round offers? and would that mean everyone else on the same score(in this case 231 would go on the waiting list and may or may not eventually get a place)
