Home Fees for Expats returning to Higher Education in UK

Does anyone know the rules for returning Brits from abroad hoping to continue their studies in Sixth Form/College/Uni in the UK. Are they eligible for Home Fees immediately or is there is a residency requirement (two years residency in the UK paying international fees which I now hear has gone up to five years) and after that Home Fees? Where can I find information on this?

There are no fees for 6th Form in schools or in 6th Form Colleges for EU citizens or for British citizens returning from abroad.

Looks like one has to be back in the UK and resident for 3 years after that before being eligible for home fees.

haven't ploughed through the whole document but I think it can depend on why they are abroad, if it is crown service etc then they are eligible sooner but they really are not many of those kids these days.
