DAO Catchment question

DAO Catchment question
We wanted to apply to DAO for our son & when we checked the boundary for catchment we realised that we were under their green demarkation line.
We had it on our CAF but decided to check with DAO to make absolutely sure & called the school. DAO told us that we would be out of catchment & our son would not even be called in for the entrance exam so we forgot about it. We tried to take it off the CAF but for some reason it stayed there.
End of matter as we did not fill in any further forms & DS did not sit the entrance exams. But yesterday we got a letter from Herts Council telling us that DS would be kept on the CI list as DAO was one of his choices!!!!
My questions are -
1) did DAO get it wrong & Herts council get it right about the catchment (as we were under the line)
2) are we now allowed to apply to DAO at a further date even though we are not in catchment
3) is this normal - to be kept on CI lists just because you applied
