Summer born children - the definitive study?

Did anyone see the article in The Telegraph yesterday (3/2/13) detailing the forthcoming study by the Institute for Fiscal Studies which examined the results of the entire state school cohort and shows a significant gap in attainment levels between August born children and those born in September? This seems to prove what many have suspected.

I know studies have been done before, but you can't argue with a study which covers the entire state school cohort - or can you?

And will there be a change in policy towards younger children in a year group, as the study calls for and how would this be achieved, particularly as I understand the primary school curriculum will be changed in the next couple of years and the current levels will be abolished.
