Ibuprofen gel

Does anyone know if you can use Ibroprofen gel on children under 12? I know the box says not to but that's just because it isn't licensed for use on under 12's, isn't it?
Am I right in thinking that the risk is an allergic reaction to the gel rather than worrying about the amount of ibuprofen in her system? The amount of ibuprofen that would enter a child's system via topical application of a gel must be considerably lower than giving them 10mls of liquid(which I believe is 200mg of Ibuprofen)
My dh wants to apply ibuprofen gel to dd's ankle which was the unfortunate victim of a badly aimed hockey ball and which is now very painful. I feel that it's probably more effective to give her oral ibuprofen than using a topical gel.
What do others think?
