This is the salient point. All schools should have some kind of policy in place for handing children over to someone other than the parents or whoever normally collects them, but this isn't the reason the school gave. You could try giving permission for your DS to walk home alone, then if you really want him to be collected, get your DD to stand outside the school gate?

I have now spoken to the school and we have both clarified our positions.
On the day in question it was not the class teacher who was releasing the children, the class teacher had released ds to dd previously without problem.
The school prefers children to be collected by a responsible, named adult however there is no set rule regarding 18 years of age. The teacher releasing the children that day had been a bit over cautious however the school has confirmed that it is fine for dd to collect him in the future.
