Sounds like a privatised LEA to me.
Maybe the LEAs should be spun off as arms length organisations, like housing departments were, then they could become academy chains!

Yes, a bit shocked by your remark there because I was looking up some references to follow up your report with - it is something I feel very passionately about indeed.
IMHO schools should be under local authority control and there is a whole raft of reasons why this is not now being encouraged.
