school leaving age

Is the school leaving age changing for the current year 6? If so, will schools have a legal obligation to retain students admitted until year 13 or only continue to have an obligation until year 11 ( ie the obligation is on the student to study but necessarily on the school to keep the students).

I am asking this because my local school has been able to maintain exceptionally high standards because it has strict entry requirements for the sixth form. If the school was obliged to keep all students, the stands would clearly drop.
