Most bars etc require age id to be PASS certified - you can apply for a PASS card - just search on Google.

An NUS card has discounts attached but is not accepted as id in a lot of bars as I think you can put in whatever dob you want.

In that case a provisional/full driving licence should do?

Both DS1 and DD applied for their provisional licence for this explicit purpose - neither of them has shown any desire actually to learn to drive. It is accepted in pubs and clubs here (and presumably in Birmingham, since DS1 has never mentioned it being a problem there).

DS did the same with his driving licence - hasn't sat in the driver's seat of the car since the age of 4

Provisional/full driving license is all that's needed. Like herman's DC my DS hasn't driven a car since the day he passed his test but his driving licence has been invaluable.

Being able to drive is invaluable when you start looking for jobs ...

True, but the roads are bad enough without forcing two reluctant learners onto them :) .
