Cost of raising a State Sector child £180k (private £310k)

There is an article in todays Sunday Times ("The Poor Middle Classes") telling us that the cost of raising a child in the state schools sector up to the age of 21 is £180k. In the private sector this can rise up to £310k.
Yet the demand for private sector education is apparently greater than its ever been.
The implication is that parents, despite higher interest rates and unemployment will make any sacrifice to avoid the state sector.... are things really that bad in the state sector.
