The threats of sanctions against people who apply using the wrong address etc, look completely toothless, just spin. There seems to be no way that there could be prosecutions based on the Harrow case last year.

RegardsToday’s review of school admissions policies is also expected to back the use of lotteries by oversubscribed schools.
