I strongly agree with everything Stroller has said. Libraries are a fantastic resource. As regards times tables, we bought our children a Times Tables CD that they sang/chanted along to to help consolidate their learning. You can do all of this yourself without any need for a tutor.

You can join and borrow books and audio CDs for that age group absolutely free of charge as long as you return them within three weeks.

You could make great progress doing that in years 3 and 4 and be in a strong position to get better value from any money you may choose to spend with a tutor later.
