Change preference after Offer Day

Hi,
My DS choice of school has changed since 31 Oct 2015.

Preference as follows:
Preference 1 - School A- Offered on 1st March 2016, accepted on 1st March
Preference 2- KECH- score 250+
Preference 3- FW
Pre....
.
My question is Can I request Council to consider my DS for the 2nd Preference instead of 1st.

Have you looked on your LA's website? In some areas, you would be allowed just to go on the waiting list immediately for a school you had ranked lower than the one you were allocated, in others you would be considered a late applicant, as your LA would automatically had turned down the lower-ranked place. I have a feeling that in some places you may even have to appeal for the place in these circumstances.
