But if my child scored eg. 430 last year, she can then go on a waiting list. And then wait for a place.

If your child passed the 11+ last year then you have every right to go on a grammar school's waiting list - several if you like. You might have to wait a while but places do come up. Parents tend to turn them down though as they do not wish to uproot the child. I know people who have moved their children and have not looked back. Like wise some children opt to transfer to a comp.
